Having personally experienced the pressures of Special Measures, I understand the stress and anxiety that inspections and increased scrutiny can place on teachers and leaders. Coupled with this is the feeling of failure and judgement by the community and colleagues in local schools. Often, what’s missing is genuine support focused on the mental health, wellbeing, and personal development of the staff who are at the heart of our schools.

There is currently a great deal of talk about the numbers of teachers and leaders who are leaving the profession. Recruitment and retention of staff is particularly difficult in schools deemed to be failing.

WHY?

Many years ago, I was the deputy headteacher of a primary school deemed failing by Ofsted and placed into Special Measures. The school, the staff, the local authority, and the community were shocked to find themselves on a 2-year improvement journey out of Special Measures. Eventually, the school was judged as good. The critical focus of our school improvement work during this period was on improving teaching and learning to secure good outcomes for pupils. However, the systems for monitoring and supporting the improvement of teaching and learning throughout this process appeared disjointed and were stressful for all involved. I have experienced similar situations in many settings following this.

Throughout the time in Special Measures, the school had several Local Authority Advisors leading the support for improvement, alongside external advisors and in-house scrutiny. There were termly monitoring visits by Her Majesty’s Inspectors (HMI). A great deal of scrutiny and judgments were made on the quality of teaching and learning across the whole school. A significant amount of time was spent observing teachers; however, the feedback from these observations did not always filter down to class teachers. Additionally, each advisor had their preferred style and expectations for how to improve teaching and learning, which led to mixed messages and unclear expectations. Consequently, teachers did not always know what they needed to do to improve.

The process was built around observations, scrutiny and making judgements. There were no opportunities or provision for staff to openly share experiences and concerns in a curious, safe and supportive environment.
